The Directorate of Community Service and Compliance is the frontline of public safety, economic regulation, and social welfare within Mandera Municipality. Our mission is to create a secure, orderly, and business-friendly environment by ensuring that municipal laws are respected and that vital public services are delivered efficiently to every citizen.

Mandate/Role

  • Enforce municipal by-laws, regulations, and policies.
  • Ensure compliance with business licensing, trade regulations, and operational permits.
  • Support revenue collection through enforcement of payment and licensing requirements.
  • Maintain order in markets, streets, public spaces, and municipal facilities.
  • Control illegal activities and unauthorized developments within the municipality.
  • Support public health, sanitation, and environmental enforcement activities.
  • Conduct inspections and issue notices, penalties, or closures in accordance with the law.
  • Collaborate with security agencies and other departments on compliance and enforcement matters.
  • Promote public awareness on municipal regulations and lawful conduct.
