Our History

A Brief History of our City

The Municipality operates through a legally constituted Municipal Board, guided by the UACA framework, and administered by a Municipal Manager supported by a Deputy Municipal Manager and departmental technical heads. It is important to note that while the Municipality benefits from the operational support of a Deputy Municipal Manager, this role currently exists outside the formal provisions of the Urban Areas and Cities Act (UACA) and the Municipal Charter. Formalizing such key positions would enhance institutional clarity and long-term succession planning.
The Municipality derives its mandate from the Second Schedule of the Urban Areas and Cities Act as well as the Municipal Charter, which delegates key functions such as urban planning, solid waste management, stormwater drainage, roads and infrastructure, environmental conservation, firefighting, and enforcement.
This report provides a concise, strategic overview of Mandera Municipality’s performance, institutional evolution, and strategic direction since Fiscal Year 2022/2023. It highlights key achievements, persistent challenges, and critical areas requiring strategic intervention to further our vision of a prosperous and people-centered municipality.
